Oujiang Laboratory, officially known as the Regenerative Regulation and Eye and Brain Health Zhejiang Provincial Laboratory, was inaugurated on May 20, 2021. This laboratory, approved by the Zhejiang Provincial Government and established by the Wenzhou Municipal People's Government, is sponsored by the Department of Science and Technology of Zhejiang Province. It is located in the core area of the Science and Innovation Corridor in Wenzhou, surrounding the Daluoshan South Zhejiang Science and Technology City. The laboratory has a planned construction budget of 6.8 billion yuan for the first five years and aims to drive a total societal investment of 20 billion yuan over ten years. The total planned land area is 600 acres.

As Wenzhou aims to build a highland for life and health science and technology innovation, the Oujiang Laboratory adheres to the development concept of "applied research driving basic research, and basic research leading applied research." It focuses on five main directions: tissue and organ regeneration and remodeling, eye disease and visual function rehabilitation, brain disease and cognitive function rehabilitation, regenerative medicine materials, and the development of high-end medical devices (equipment). The laboratory concentrates on breakthroughs related to "bottleneck" technical problems and significant issues.

Adhering to the construction principles of "focusing on the frontier, addressing direct needs, collaborative innovation, and empowering the industry," the laboratory will attract top scientists and young talents from both domestic and international sources through innovative institutional mechanisms. Together, they will strive to build the laboratory into a center of excellence with "strong innovative resource allocation capabilities, excellent systematic problem-solving capabilities, sustainable supply of scientific and technological achievements, and robust technical and technological capabilities." The goal is to establish the laboratory as a national strategic scientific and technological force in the field of biomedicine, characterized by "strong innovative resource allocation capabilities, excellent systematic problem-solving capabilities, sustainable scientific and technological achievement supply capabilities, and systematic innovation ecological construction capabilities," thereby safeguarding human life and health.
